According to accounts from inside the facility, the cell was already overcrowded at the time. Some women had been transferred into the cell shortly before the arrival of others, further increasing pressure on limited space, ventilation, and basic facilities.

Who is in the Cell.?
Of the 11 women present, sources state:
4 women faced charges related to narcotics offences
3 women were charged under Section 302
The remaining women,
including Falak Javed, were detained on other charges
